Save As Use RAW Disabled?

PM 4.6.6 on Windows 7 Home Premium
When I use Save As on RAW .CR2 files (Canon 1DmIII), the control for selecting between using RAW or embedded preview is disabled, and the resulting JPG files are half-res.
Same function on the same files on a Mac PM4.6.6 enables this control and exports fine at full resolution.

Canon RAW Codec is installed (ran the installer, not sure how to verify it's working if this is a factor)

Any thoughts on how to get this control working so I can save photos as at full resoltion from RAW files?

The Windows version of Photo Mechanic has no facility to render RAW files.  Only embedded previews can be used on the Windows version of PM.  PM does not use any external codecs.
