PM 5 no longer opening multiple RAW in Photoshop CC 2014

1) It now waits up to 30 seconds for an app to launch before it tries to send files to it.
2) If after 30 seconds the app still hasn't finished launching it no longer complains with a message box.

The launcher doesn't seem to work.  If Photoshop is open, it will work as expected.  If Photoshop is closed, it will launch Photoshop but then never open the images in Photoshop.  It takes my system about 5 seconds to launch PS, and even after waiting more than 30 seconds, nothing ever opened.  For some reason it doesn't seem to detect that the app has finished launching within the 30 second window.

Is there anything else I can do to help test?
